EXPANSION GRANT (EEG)
SUBMISSION OF 2005 APPLICATIONS
Having cleared
a substantial portion of the backlog of EEG
applications for transactions up to December,
2005, the Nigerian Export Promotion Council
hereby invites Exporters to submit EEG applications
for 2005 export transactions.
2. Eligibility:
(i) Exporter
must be registered with the Nigerian Export
Promotion
Council (NEPC)
(ii) Eligible
exporter shall be a manufacturer producer or
merchant
of products of Nigerian origin for the export
market (i.e. the
products must be made in Nigeria).
(iii) An exporter
must have a minimum annual export turnover
of N5 million and evidence of repatriation of
proceeds of
exports.
(iv) Exporter-company
shall submit its baseline data which
includes Audited Financial Statements and information
on
operational capacity to NEPC.
3. Validity
for EEG Application:
Qualifying export
transaction must have at least 95%of the FOB
value of the transaction fully repatriated
within 180 days,
calculated from the date of export.
4. In submitting
the applications, exporters are advised to follow
the
guidelines for
redesigned EEG very strictly. For the avoidance
of doubt, the
portion on documentation
in the guideline is reproduced as follows:-
“All applications
for Export Expansion Grant (EEG) must be completed
in three copies to be circulated to Nigerian
Export Promotion Council (NEPC), Central Bank
of Nigeria (CBN) and Nigeria Customs Service
(NCS) with the following documents:
(i) NEPC Export
Certificate;
(ii) Clean Certificate of Inspection (CCI) to
include quality certification;
(iii) Forms NXP duly certified by processing
bank, Nigeria Customs
Service and the Pre-shipment Inspection Agents;
(iv) Single Goods Declaration (SGD) Forms, duly
endorsed by
Nigeria Customs Service, both at front and back;
(v) Final Commercial Invoice;
(vi) Bill of Lading, Waybills or Airway bills
as may apply for each transaction,
(vii) Evidence of full repatriation of export
proceeds. Exporter’s banks notification
letter to CBN confirming full repatriation of
export proceeds.
(viii) Certificate of Manufacture: for manufacturing
exporters.
(ix) Any other documentation as may be required
by NEPC
from time to time.
5. All documents
must be clear and legible; otherwise, the claims
will not be processed. Only applications of
companies who have submitted their baseline
data to the NEPC will be entertained. Consequently,
companies that have not yet submitted their
baseline data to the NEPC or those who have
received formal notifications from NEPC, indicating
inadequacies in the baseline data they submitted
should do so within 2 weeks from the date of
this advert.
6. Meanwhile, the Council wishes to express
regret over the delay in clearing the backlog
of 2004 applications, and assure them that the
exercise will soon be completed. We commend
the perseverance of our Exporters in the face
of the inconveniences caused them by the delay,
which was not intentional. Now that an effective
database has been put in place, the processing
of EEG applications will be faster.
7. We wish to seize the opportunity of this
medium to advise once again that companies should
furnish the EEG Secretariat with up-to-date
information, their location addresses, functional
telephone and fax numbers, including E-mail
addresses and mobile telephone numbers.

SUBMISSION OF BASELINE DATA FOR EXPORT EXPANSION GRANT (EEG) RATINGS FOR 2006
NON-OIL EXPORT.
Having
virtually cleared the backlog of EEG claims for up to 2004 (except the ones that
have issues to settle with CBN and Nigeria Customs Service), and had processed
over 70% of 2005 claims, the Council is now poised to commence the processing of
claims for 2006 non-oil export transactions. Exporters interested in or those
already registered for the export expansion grant (EEG) scheme, are requested to
submit their baseline data for the purpose of determining their EEG rates for
2006.
2. DOCUMENTATION REQUIREMENTS:
(i)
Baseline forms 1A, 1B and 1C. (forms can be accessed on
www.nepc.gov.ng)
(ii)
2005
audited financial statements/accounts, which must include value added
statements.
Please note:Companies who are
submitting baseline data for the first time should in addition to the above,
submit their financial statements/accounts for 2003 & 2004.
3. TIME SCHEDULES TO NOTE:
For
orderly and smooth processing of EEG applications, the following time schedules
will be strictly followed:
(i)
Deadline for submission of all outstanding 2005 EEG applications is 31st
August, 2005.
(ii) Submission of all baseline data for 2006 ratings
will close on September 30th, 2006.
(iii) Processing of EEG applications for 2006 will
commence on October 1st, 2006
(iv) An Audit review of 2005 EEG claims will commence mid -August,
2006. All beneficiaries should therefore be ready with their documents for
the purpose of this exercise.
4. Exporters are once again advised to
strictly adhere to the guidelines on redesigned EEG. Financial statements,
financial records and supporting documentation, production records and costing
data/documentation, export and claims documentation and bank statement records
must be available for the claims audit review Team. Incomplete or
illegible documents will not be accepted and repeat review visits will not occur
for any exporter. The Nigerian Export Promotion Council will not accept
responsibility for claims denied in relation to incomplete and illegible
documents, etc.

We are pleased to
inform you that with persistent MANEG follow
up with Ministry of Finance/ NEPC, the EEG
guidelines have been amended to make them more
export-friendly.
A.The revised EEG
Guidelines are out. A circular dated 25th
April,2006 issued by the Federal Ministry of
Finance was issued.The Guidelines are
attached.These have also been posted at NEPC's
website (www.nepc.gov.ng)
B.The key new
features of the revised guidelines are :
i) Classification
of exporters into three broad catagories
ii) EEG rate slabs
for three catagories
iii) Treatment of
multi product/multi entity company
iv) Grace period to
MIBS users to enjoy EEG on exports made on or
before 1 July
v) Extension of NDCC use
to excise duty also
vi) Additional
documentation requirement where major raw
material used in export production is imported
vii) EEG application
to be made in duplicate(instead of
triplicate) only and to be submitted to NEPC
only
C. Also, on a
separate note,NEPC assured to take a lenient
view on Export Certificate to clear Year 2005
backlog. It is only from Oct 2005 exports that
this documentation requirement would be strictly
enforced.
D. NEPC plans to
hold an EEG Implementation Committee meeting
around 22 May to clear Year 2004/05 backlog
E. Many exporters
have been issued letters by NEPC regarding
discrepancies in 2004 residual NXP's and also
2005 baseline data. Mmebers who have received
such letters should respond to NEPC promptly
